ON THE ISSUE OF ADDING GYRO SCOOTERS, SEGWAYS AND UNICYCLE TO TRAFFIC RULES

Electric Scooter UK, segways, electric scooters and electric unicycle are increasingly found on the streets of Russian cities and are turning from a curiosity into a commonplace. Although personal electric transport is actively involved in the movement, in the current version of the SDA it does not have an official status and corresponding category. Consequently, the State Traffic Inspectorate equates such vehicles with pedestrians.

PROPOSALS FOR CHANGES IN TRAFFIC RULES

Many segways today disappear under the definition of a “moped” (a two-wheeled vehicle with an electric motor with a power of over 250 W), and some mono-wheels reach speeds of up to 80 km / h, with a travel distance of up to 240 km on a single charge. In view of the proliferation of such “cars”, experts are concerned about the safety of road users and suggest considering the possibility of using personal electric vehicles in the Rules:

  • develop appropriate definitions for such devices;
  • set zones and permissible speed of movement;
  • determine the measures of responsibility for the owners in the event of violations and accidents.

Earlier, State Duma deputy Alexander Vasilyev appealed to the traffic police with a request to investigate this issue. In the official response of the inspection, it was said that, in terms of the totality of technical and operational characteristics, gyro scooters, segways, electric scooters and unicycle are comparable to roller skates, scooters and other similar vehicles, which are treated as pedestrians in traffic rules. In case of violation of the Rules by a person using such devices, his actions will be qualified according to Articles 12.29 and 12.30 of the Administrative Code of the Russian Federation. Therefore, the changes to the legislation were regarded as inappropriate.

Nevertheless, the question remained open, and experts continue to argue whether to allow the movement of electric vehicles everywhere, only in parks and on private territories, or equate it with bicycles or mopeds.

According to clause 24.2 of the SDA, cyclists can move on sidewalks and paths for pedestrians only in the absence of a specially designated path / lane, the right edge of the carriageway or shoulder, or the impossibility of using them. This is a serious disadvantage for owners of electric vehicles. For mopeds, the requirements are even stricter: you must have a license of category M, and you are allowed to move only on the roadway or lanes for cyclists. How the situation is resolved – we will see in the near future.

SITUATION IN OTHER COUNTRIES

In most European countries and in the United States, the use of personal electric vehicles like Hoverboards is regulated. Some governments are loyal to such vehicles, others impede their proliferation and impose restrictions. Many states in America have set maximum speed limits for such devices, and in the store they are already sold with a restriction in accordance with the law.
